Pin 13 on the Arduino includes a resistor. None of the other pins do.

Pull DOwn Resistor is a resistor after a switch before ground, to allow current to flow without a short circuit.

150 Ohms resistor = Brown, Green, Brown

10k Ohms resistor = Brown, Black, Orange

LED - Long leg = +, short leg = -

5v -----|=150=|---|(led)>----|GND
